[Chapter-delegates] Sync between AMS and Chapter member databases?

In Estonia it would be great if we could integrate government-verified
digital signatures into the process. We could do it right now -- have
an online membership application form, where you sign the result with
your ID-card or Mobile-ID and it becomes legally binding in the
required fashion -- but then we'd still need to manually copy the data
to the ISOC portal.
I wonder if the grant funds could be used to do this, actually.
