[Chapter-delegates] Estonia Chapter Update

Hi all,

A number of changes have taken place in the Estonia Chapter.

End of last year our chairman Saskia Kiisel resigned from the board.
The board elected me as the new chairman and I appointed Joosep
Taluväli as the vice chairman. Kaido Kikkas continues as a board
member.

I was able to secure our chapter funding from the government. 25k
euros have arrived in our bank account and 3 days ago the general
assembly approved the use of the majority of these funds as the
chairman's salary for one year.

I'm looking forward to proving that well-funded ISOC chapters can be a
formidable force in local politics.
