[Chapter-delegates] Proposed charter of the Chapter Advisory Council

Evan said it much better than I could have. The last thing I think we would want is for ISOC or a small committee of senior chapter people, no matter how well intentioned, dictating the composition of the CAC or its steering committee. Thanks!
