Thanks for your comments.

We considered many different arguments about term lengths and limits. We
started with none, and then settled on what appeared to be a reasonable
balance between continuity and preventing complacency. The general
consensus so far has been that five consecutive one-year terms was the best
balance. Some wanted longer, some shorter.

Given the nature of the work and the complexity of Internet Governance, we
believed that a good combination of newcomers and experienced leaders would
be the most effective composition for the officers (and indeed the Steering
Committee as well). To do this we need to trust the Chapter delegates
themselves to determine how best to do this each year from among the
available candidates. Because of this, we deliberately chose  to require
all leaders to be re-elected every year, to ensure maximum accountability
and to enable opportunity for newcomers.

Also, please consider that the limit of five consecutive one-year terms is
a MAXIMUM. Each delegate is sent to the Council by Chapters under their own
rules. As a result, many Chapters may choose shorter term limits for their
own delegates, which will affect how long they may serve as officers.
