Ali,

This will always be a problem since there are more regions than 
vacancies. In the worst case, each region voting for a candidates from 
that region will mean that alwys only people from bigger regions wil be 
able to get in.
That said, we do need to ensure that people from each region - and other 
demographies - are in the board, at leaset by rotation.
