[Chapter-delegates] Board Election

This under and over representation is "normal practice" in every and all international organizations.

Of course those who are over represented seems this as a non fundamental issue and look to maintain the status quo. 

Democracy? Participation? Inclusion? Those are only words with no useful meaning for some people.

No matter what, I still believe that the way to change this is participating and raising our voice and not leaving the way to others..
