[Chapter-delegates] Board Election

to add to these points:
The three NomComs I served in made quite specific recommendations to the
Board to improve the elections (the implementation is for the Elections
Committee.) One very important obstacle to finding a good set of candidates
lies in the timetable for that process, and that is one of the main
recommendations made about the elections process.
Another is to increase the opportunities for debate among the candidates so
that the voting chapters community can get to know them, or see their
proposals in detail if they are known. Also this would serve to set a
realistic expectation of how much chapters can expect to see the Trustees
we vote for once they are elected.
Too often they vaporize away, in what may be an extreme interpretation that
the Trustees' obligations are to ISOC as a whole. We don't have strict
accountability processes, which may be fine (we see in other organizations
that they can create more bureaucracy and simulation), but a bit of a
memory where you come from and due to whom you sit in the Board is healthy.
Equally applicable is to be able to measure yourself as a Trustee as your
years of service pass, against the plans you announced.
IMO adding a blank-vote/abstention option is useful and desirable.
Christian's point about the significance of an organic participation of
Trustees in chapter work for the future of ISOC should not be ignored. I
think we are at a crucial juncture for the new administration of ISOC. At
the latest next week, looking at a post-facto analysis of NetMundial, we
should start seeing some respectful attention, two-way exchanges and the
rebirth of organic collaboration between Board, top management, staff,
chapters and members (whether individual or organizational.) I've added
Kathy Brown to the list of recipients in order to deliver this call
decisively.
