[Chapter-delegates] Board Election

My quick view on this (btw, the BR chapter already voted :)): if the 
chapters get more involved in the participation processes of ISOC, they 
contribute to more legitimacy for ISOC as a whole, according to the 
mission we all share.

If chapters choose not to participate (either by "blank-voting" or 
ignoring the voting process), this diminishes our involvement and the 
effectiveness of our claims regarding ISOC's policies and procedures. If 
we ignore the opportunity and choose not to participate in the formation 
of the decision-making structures of ISOC, how can we dialogue, make 
claims and eventually criticize them? We could, but with less legitimacy.
