[Chapter-delegates] REVISED Application to form an ISOC Chapter in Kazakhstan

Dear Sabrina

I support the formation of the chapter. Country wide chapters in some
countries/  regions will help the active participation of membership as
opposed to one national Chapter in a major town, This is the current
experience we are having in Kenya, and there are several proposals for
consideration of other chapters in the other counties.
