And for  sure   - there were few clear posts today and yesterday, that
Chapters are NOT A PART, CHAPTERS ARE NOT BRANCHES  OF  ISOC, which
today is  US based organization.

And now it is very logical to understand, that  ISOC (which is
currently US based organization)  do not have any reasons to provide
direct financial support for other independent organizations like ISOC
Chapters.
