[Chapter-delegates] Recent Correspondence from the Cambodian Chapter

Just to clarify, i did not mean compensate the officers but back them up
strongly, also the East African Chapters had a planning meeting for next
years Internet Governance Forum on the sidelines of the Africa Internet
Governance Forum.
