[Chapter-delegates] Recent Correspondence from the Cambodian Chapter

Dear Ted, Victor and all,

The Cambodian Chapter raises very pertinent issues that should not be
ignored. The risks and costs associated with running a chapter outweigh
direct benefits to the executive officers or people mandated to run the
chapters. This is the issue we need to address. Most chapters are run by
passionate individuals who are mostly volunteers and unless we figure out a
way of adequately motivating our champions, we might be headed for a
difficult future. The stature and influence of ISOC has grown globally
which calls for a paradigm shift in how ISOC treats its foot soldiers. I
have never been able to reconcile how for instance a community grant can be
given to people who are not actively engaged in Chapter activities in their
countries
, this renders chapters utterly toothless in that regardless of whether
people invest in a chapter, they still have similar priviledges to those
who work hard to keep the Chapters going, indeed we need to  have some
tough conversation over this issue in light of ISOCs growing influence. On
thursday, we had an East African Internet Governance Forum which is
basically convened by ISOC Kenya, ISOC Uganda, ISOC, Burundi and ISOC
Rwanda, that just shows the growing influence of the Internet Society in
the region and i must add the challenges are very big yet at the end of the
day its the ISOC brand that grows, let us not sweep this issue under the
carpet.
