   (y)  Also, the idea of a local office paid for and sustained by a global 
entity may seem to impart a "colonial" flavor to the chapter.  This may in turn 
impair its status and effectivity when dealing with other national stakeholders. 
Both the perception and reality of chapter autonomy are important.
