[Chapter-delegates] Recent Correspondence from the Cambodian Chapter

Ted, Grigori,
ISOC global, ISOC HQ, ISOC Reston, and ISOC.org have been (and will
continue to be) used informally, for us - chapters - they mean the same
- basically the non-profit, based in Reston, Virginia.
In any case, I don't remember seeing any of these terms to be including
the chapters.
