[Chapter-delegates] Application to form an InterPlanetary Networking Chapter

ISOC Quebec supports the project.
We definitely support the InterPlanetary Networking Initiative. But as
mentioned by Peter and Mark, some clarification would be welcome.
We understand that the scope of the IPN initiative is of course
different from other projects supported by ISOC Global and Chapters.
Would the creation of a new Chapter be the best flagship for this project?
Is a SIG more appropriate to facilitate a broader or greater involvement
of all Chapters in this 21st century project?
