[Chapter-delegates] Renewal Internet Society Chapter Charter

Dear Chapter leaders,

I am very busy with work commitments these days to follow through the
various discussions. However, I like to say that HQ and Chapters should
be vital organic parts of the whole ISOC organization. We need good
governance and rules, and most of all good communications between HQ and
Chapters, and among Chapters.

I have seen disputes but we can view it as a challenge that is an
opportunity for our improvement. We cannot impose on each other anything
unless we communicate and agree on terms that is acceptable and
implementable. I support the idea of forming the Advisory Council by
Chapters as part of the governance of ISOC. If you need any input from
Hong Kong Chapter we are very pleased to offer.
