I concur.  

One of the motivations for revising the Bylaws to have a Chapter Advisory Council was to have a vehicle for peer input on the Chapter agreement (I think then termed a MOU), such as can be found with other organizations that have Chapters and set minimum standards.

It would be best to wait for the creation of the Council before implementing the Renewal letter. One of the first tasks of the Council would be to vet the letter and then implement it.
