[Chapter-delegates] Weekly European Regional Bureau Newsletter (Let's celebrate the first year anniversary!)

Dear All

The EU weekly newsletter celebrates its one year anniversary. Since 8th October 2012 (the first edition covered issues from 29 Sept. to 5th October 2012) this letter has been released *each* week. And I would like to thank the numerous encouragements that the EU Bureau received in this endeavor.
There is still room for *lots* of improvement and one of them would be to broaden the coverage to Eastern/CIS countries. Any advise wrt specific *trusted* sources that the Bureau should manage to monitor here would be most welcome.And of course, any other tip for improvement would be welcome as well.

In the meantime, please find attached the "Weekly EU newsletter" of this week. As you will see, we have re-formatted a little bit the lay-out so that the visual design is consistent with ISOC styleguides
