[Chapter-delegates] Nicaragua's internet is in trouble

Thank you very much for the pointer.
We are following this constitutional project in Nicaragua with great interest (for further reference, I am attaching a shortened but searchable version of the proposal, comparing the current constitution with the proposed new one, but is also in Spanish).
We have already engaged with Nicaraguan stakeholders, offering collaboration and cooperation to understand the project and eventually alert them of any "un-intended" consequences that this may carry. Also, we have been pointed to the fact that this proposal carries strong guarantees regarding privacy and communications, correspondenca and home inviolability (art 26), due process (art 34) and habeas data (art 45). So, it is still not clear yet what is the extent and purpose of the control the Nicaraguan government want to exercise. Personally, I am much worried about a follow-up law to implement the provisions of art 92, which is the one that mandates forced localization of databases and computer archives.
Unfortunately, forced localization is becoming a trending topic...
