Elver,
in some countries the ISOC chapter *is* the ccTLD manager (first I can
think of - Armenia, I am copying Grigori)
In Bulgaria, we once even sued the ccTLD, when they introduced payment
for the domain names registration, somewhat 15 years ago, but we
couldn't persuade the court that we were right. Needless to say, when
the ccTLD is a private company, there is no way to influence their decision.
