[Chapter-delegates] ISOC Bylaws Working Group (BLWG)

According to the recommended updated by-laws a chapter is a group of ISOC members self-organized for the sole purpose of promoting ISOC Mission and values for which they have certain rights and responsibilities. They are autonomous but not independent (as a chapter), and operate with in the parameters of local law and ISOC Principles.
With respect to the PICISOC circumstances in particular, I hold with John More's statement that without more information, I cannot fully understand this. I would like to work with Maureen to do just that and assure our communities that we are inclusive and consistent with our partnerships, membership and outreach.
