This confusion is down to fact that ISOC members are not members in the sense of having governance responsibilities or role in ISOC. They are members in the sense of being members of a mail list plus stuff.
AS ISOC does not give members a vote so no chapter is obliged to either. Of course when I and others on this list set up chapters in mid to late 90s ISOC did have paying vote wielding members and chapters followed suit. But since members lost the vote at ISOC this forced some changes In now best to manage the ISOC chapter membership by the chapter.
