[Chapter-delegates] Application to form a Chapter in Norway

Dear Colleagues,

The former ISOC Norway Chapter became inactive and went into rejuvenation. We have now received the following application for a re-newed Chapter in Norway, please see below. It is being sent to this list for peer comment and review.

Please note that the Chapter has not officially been recognised by the Internet Society yet. If there are people on this list that know the individuals proposing to establish the Chapter, feedback is especially welcome. The period allowed for comments is two weeks and the deadline is April 11, 2013.

Chapter application

A. Proposed name of the Chapter:

The name of the charter will be in English “Internet Society Norway Chapter”, in Norwegian; “Internet Society Norge” or “ISOC Norge”.

B. Community of Interest the Chapter will serve:

The chapter has the objective to serve all Internet users in Norway. This includes but not limited to individuals, organisations and companies with the requirement that these are connected to Norway.

C. Purpose and scope of Chapter:

Norway was one of the early adopters of Internet usage. Today the majority of all inhabitants are connected to the Internet using high-speed broadband or mobile broadband connection. The Norwegian government has as a policy that all places within Norway should have the possibility to access the Internet with a sufficient bandwidth.

In many ways, Norway is widely regulated within this area. The Norwegian chapter of Internet Society has the objective to be a stakeholder in the public policy discussion, and to assist, communicate and inform on topics regarding the Internet.

In addition, ISOC Norge will create a forum for Internet professionals facilitating discussion, education and civic engagement.

Topics for discussion could be - but not limited to: 
- “Hate speech” vs freedom of expression
- More user friendly Terms and Conditions 
- Privacy 
- DNSSEC 
- IPv6
- Responding to public consultations 

D. Outline of key priorities for the first year of Chapter:

ISOC Norway Chapter will focus on establishing a permanent structure for a Norwegian chapter. The objective is to organize the first General Assembly within Q2/2013.

Recruitment and PR has to be our key priorities in setting up the chapter.

In addition, the initiators will, individually or on behalf of ISOC Norway Chapter, attend and take an active part in relevant conferences and discussions connected to Internet usage in Norway.

ISOC Norway Chapter has requested to be added to activities organized by Norwegian Post- and Telecommunications Authority (NPT.NO), IKT-Norge and other entities forming Internet in Norway.

G. Membership:

ISOC Norway Chapter has inherited the website located on http://isoc.no. The website will be completed and redesigned using ISOCs templates.

In addition, a Facebook group has been established (http://www.facebook.com/InternetSocietyNorwayChapter) with more than 100 “likes”.

The initiators will use both social media and adopted email lists to communicate to all supporting ISOC Norway Chapter.

In addition to the above, ISOC Norway Chapter will try to organize informal meetings with debates and lightening talks to build the organizations support among potential members, focussing on the young internet population and relevant stakeholders. ISOC Norway Chapter will seek collaboration with other groups and individuals to set the agenda and set up meetings, networking arenas etc to facilitate the goals of ISOC Norway.

H. List of requirements:

ISOC Norway Chapter will be registered in The Brønnøysund Register Center under the category “Non-Profit Organizations”. The listed name will be ISOC Norge.
The fee for registering “ISOC Norge” is NOK 250 with an annual fee of NOK 135. Further information can be found on http://www.brreg.no/english/fees_reg/index.html.
The Brønnøysund Register Center is the official register for Norway.
