[Chapter-delegates] 2013 Slate for the Internet Society Board of Trustees Elections

I was under the impression, perhaps mistaken, that since a couple of
years back anyone designated a chapter officer in the AMS
automatically got added to to chapter-delegates. It does say that at
the bottom of each msg.
