[Chapter-delegates] Information from the Trustees

Dear Barrack,

Some twenty years ago we worked successfully to localize
Internet services - meaning adopting the Internet strategy
regarding the adoption of Unicode and introducing it in the
Internet protocols. That was strategy adopted at IAB level in an
IETF workshop. From that time nations were able to present
and right in their national alphabets and language within the
Internet services. Now, we need similar decision or Internet 
society  strategy that
will enable the "localization"  of the chapter work. So I
support this idea.
