[Chapter-delegates] Day-to-day funding

Thanks Ted for taking on he issue and proposing its development and 
escalation.

I'd propose to set deadlines in order to present the formal plan before 
ISOC's 2014 budget is prepared, so we can include chapter financing in 
it. And get a list of minimum agreed points to really get started by 
January 2014.

- When is the deadline to get chapter financing in the 2014 budget ?


Among the points to be included, I'd like to stress the need of funds 
for the basic chapter chores related to administration and running the 
chapter. As said in Frankfurt, being able to discharge board and engaged 
members will greatly help chapters to focus on mission.
