[Chapter-delegates] Membership Database Maintenance

Julian,
this is exactly what it was many  years ago. ISOC-Bulgaria maintained 
the list of members of ISOC from Bulgaria on its own site.
This ended on May 31, 2007, when the new membership system was 
introduced at ISOC.org
