[Chapter-delegates] Day-to-day funding

What does support look like?
Does ISOC Global directly hire 92 part-time staff and distribute them around the world? Is this an efficient use of ISOC resources? Do all chapters need or want support? Do chapters want but do not need support? Are there chapters that need and want support? How do we tell the difference?
Does ISOC Global pour money into all of the chapters? How much? Why? What for? How is it accounted for? Is it legal, both from a donor perspective (a non-profit's funds cannot be used to enrich an individual) and a recipient perspective (many countries bar a non-profit from receiving foreign funds)?
Does ISOC Global use the franchise model, and provide central services that chapters chose to use? This has the benefits of economies of scale and flexibility, but is it OK if it makes only 90% of the chapters happy?
