Please note that the Chapter is not yet formed and has not officially been recognised by the Internet Society.
If there are people on this list that know the individuals proposing to establish the Chapter, feedback is especially welcome.
The period allowed for comments is two weeks and the deadline is 26 March 2013.

C. Purpose and scope of Chapter
The current focus of my work is related to DNS and MN domain Name. I keen interest in hearing interest of the local community and serve for the local community to provide better Internet based services.
I’m working at DREAM IT (Development Research to Empower All Mongolians through Information and Communications Technology) project (non profit) as Board Member, Project coordinator since January 2009. DREAM IT is ICT for Development (ICTD) research project, a holistic country program that focuses researchers on the inter- relationships of policy, innovation, and the socioeconomic effects of ICT to the country’s development process. Over the past 3 years, I was active in capacity building initiatives to introduce and demonstrate a range of open practices, including open government, open data and open access publishing. Most recently DREAM IT has focused some of its research activities specifically at demonstrating open practices in the government, research and education sectors. Some example projects are discussed in the sections that follow.
Open government: The Engaging citizen eparticipation in the Parliamentary legislative process research subproject was implemented during 2009-2010 by the Secretariat of the Parliament of Mongolia under the supervision of the DREAM IT project. The objective of the subproject was to understand the factors that motivate or inhibit citizens from using the Parliament website. The project studied the accessibility of the Parliamentary website for citizens of Mongolia regardless of gender, age, education, geography or socio economic status, and in particular, it focused on citizens who lived in rural parts of Mongolia and specifically those of underserved communities.
A roundtable meeting, supported by DREAM IT Project to discuss the outcomes of this subproject, was held on March 29, 2012 in Parliament House in Mongolia. More than 30 people attended the roundtable discussion, among them members of the Parliament of Mongolia, the director of the Mongolia Voter Education Centre, World Bank representatives and other representatives of civil society in Mongolia, as well as 10 media agencies. Interest in open government and open data practices continues to grow in Mongolia through efforts of the DREAMIT project to promote open practices at all levels of society.
Open educational resources: Starting in 2010, the DREAMIT project designed to stimulate local interest in OER research projects in Mongolia, with a focus on exploring and investigating potentially transformative education strategies for the country and promote the use of OER in Mongolia.
My intention to serve the local community areas are to influence Mongolian policy makers to introduce them a policy briefs on copyright in the domain name, Open Educational resources (OER), Creative Commons and support the use of Open Educational resources through latest educational technology and provide free access to OER to use of the Internet for the benefit and maximize investments in education.
Why a Chapter of the Internet Society is a good way to serve community is Mongolian local community can nurture collaborative work among other ISOC Chapters and share the knowledge with them after stabling Mongolia Chapter. ISOC Mongolia Chapter will become a learning community through open development principles. ISOC’s mission to promote the open development, evolution, and use of the Internet for the benefit of all people throughout the world fits Mongolian internet community’s current goal about OER and support the use of the Internet and OER for the benefit.
D. Outline of key priorities for the first year of Chapter
As you know, Mongolia is one of the fastest growing economies in the AP region and is fast becoming an influential Internet stakeholder. The challenges of improving Internet growth are multifaceted and interrelated. They include, IPv6 transitioning, technical skills and knowledge, language diversity, and reliability of basic infrastructure and services.
