[Chapter-delegates] Membership Database Maintenance

Hi Ted,

Will there be a process for merging records?

While building an initial list for the Canada Chapter, I found that people
who indicated to me that they were longtime ISOC members had new membership
records created when I added them. I likely had a different email address
from the one that was used when the original enrolment took place.

Is this a widespread problem? Or just a newcomer's mistake?
