[Chapter-delegates] Putting substance behind our privacy statement

I received a note off-list(I think) from a respected engineer. "Yes, let us
bring Feature Group-D to Internet routing. That would bring us back, oh, 30
years." I replied I thought that over stated. While 100% re-routing might
be expensive, the fewer than a dozen transit providers in a market like
Egypt can re-route well into the 90's internally to their network at what
I'm pretty sure is modest programming cost.
I could be wrong about that and it's absolutely to the point to discuss,
which is why I'm putting this to the list. If I'm way off about the
complexity, point that out. But I bet a few good engineers at the leading
international carriers could find a way if they wanted to.
Let's have some more ideas how ISOC itself can realize our principles.
