   Yes, definitely true.  Thus one first step would be to start charging (local) 
membership fees (PH does not yet) and issuing membership cards in order to 
foster a sense of belonging to the chapter.  OTOH, "cumbersome" in relation to 
the administrivia of handling funds, particularly membership fees is likewise 
very real.  I've often wished that we had something like an unincorporated, 
not-for-proft, association or legal entity status.  We do not.  Instead, Manila 
is probably the red-tape capital of the world, very likely one reason for our 
very low figues for FDI compared to other countries in ASEAN.
