   Yes, +1 Doc Alejandro, indeed "a one-stop shop for cybersecurity is a 
dangerous illusion".

   Ammar, if you already have a CyberSecurity Task Force, that at least will 
make it easier for other ogranizations and countries to engage and assist with 
CybSec issues.  As contrasted against the Philippines where they may get 
duplicate or parallel requests from several government agencies and 
non-government orgs (of course, there is some advantage in this too, e.g. 
Alejandro's "it's not a bug, it's a feature".)

   Recently our Dept. of Science and Tecnnolgoies ICT Office (the local ITU 
"focal point") was able to get an ITU-D consultant to critique our (then newly 
enacted) CybCrime law.  Our Dept. of Justice coordinates closely and gets 
assistance from the Council of Europe.  Our law enforcement agencies also get 
assistance and coordinate with Interpol and MLAC frameworks.  APNIC has been 
CybSec workshops, especially outside the Metro.  Some of APNIC's security 
trainors are themselves Filipino.

   There is a SecureAsia conf http://www.informationsecurityasia.com/ here in 
Manila in early August, which ISOC-PK-Islamabad's Talha Habib will be attending, 
and we (ISOC-PH and our friends at PH-CERT) and we hope to have interesting 
discussions with him while he's here.
