[Chapter-delegates] ITU Speech: Governance Monday: Do We Need a Global Cybersecurity Framework

The idea is good (well, my interpretation of it), but the timing and the
speaker are not the right one.
As for the fact that the 55 countries didn't sign the ITRs because of the
NSA surveillance, this is so silly, not even worth mentioning.
