Narelle, Wyn, all,

IMPACT was created as a way for the Malaysian government to give and take something in exchange for some negotitation within the ITU. I never see a reference to actual work or results from there being taken seriously by Internet security professionals (it may just be me.) A "white elephant" in Mex-speak.

Toure and at least one more speaker for the ITU have put forward the statement that the ITU would provide a framework for agreements that would somehow shield citizens from inappropriate listening on their telephone and online conversations, as you show in the article on which you ask for comments. 

This is seen by many as the laugh of the year, since the ITU has traditionally been the meeting place of the governments, telcos, and equipment suppliers who do all the eavesdropping and spying, with no place for actual citizens of anywhere.

We do have a discussion list for ITU-related issues and I'm well aware that if further discussion is desired it would probably be better moved to that list.

   Thank you for this interesting piece, Narelle.  I was about to post something
like -- "not just the Anglophone countries", until a sudden local thunderstorm
jolted me out of a muggy, sleepy Friday afternoon, and i remembered that the
Philippines is the 3rd largest (by population) Anglophone country in the world
(if you include India).  :)

   Yes, interesting -- i can understand that Russia may not want to "play" with
a "cybersecurity" initiative HQ'ed in China's backyard.
