[Chapter-delegates] Application to form a Chapter in Paraguay

Dear colleagues,
I am in full support of this chapter. Personally I know two members on the
application and am aware that they are very active in the Internet
Governance space.
I have been told that this application has been in the system for over a
year and hope that it can be approved soon.
