[Chapter-delegates] Application to form a Chapter in Paraguay

Dear Sabrina,

I'm glad to see that a Chapter is forming in Paraguay. I personally know a couple of the persons in the list and have had professional and collaborative interaction with them.

I believe they are well qualified to form the chapter and support their application.

As Alejandro said, it might be useful to help them on the details so count me in as well for this task.
