[Chapter-delegates] More support for chapters

Dear jordi,

Many thanks for your reminder. I will not be in Durban and for that
reason I just want to express my support for this action. I also have added
the Slovenia ISOC data in your table (enclosed).

We expect progress on that matter as that are indication of activities in
that direction from the  ISOC HQ officers.
