[Chapter-delegates] More support for chapters

Dear all,

safe travels to Durban for the ones going there. I'm not traveling this
time, I'll try to connect remotely to the meeting.

First of all apologies for the delay retaking this topic and many thanks
to the ones that provided info. Spreadsheet is attached. It did help to
get an order of magnitude of cost and possible actions. Chapters' needs
seem quite common and shared.

In the meantime I've had some talks with chapter leaders also interested
in this, and added the topic in the survey to prepare the meeting in
Durban, but not too sure if it got in, I did it just around the
midnight's deadline.

Please find a moment to talk about it while in Durban or take advantage
that many of you will meet face to face.

No idea if there is any progress in ISOC HQ since we started in late
April, but in any case I'd like to rise the topic again as we are
aproaching October (2014 budget deadline) and I'd like to see it stated
and funded.

I know certain chapters would like to continue working on it, I'd like
to know now if we can also count on HQ/staff to bring in input so we
find a common ground to solve that problem, and guidance on the process
to get it into the budget and start in January 2014.
