[Chapter-delegates] Formation of the By-Laws Working Group

Dear Ted,

thanks for the note. I do however have two questions:

- 4 x staff
- 2 x org membership
- 2 x chapters
- 1 x secretary

Q1. how are sustaining members that are not members of a chapter
represented?
Q2. at what level of transparency will the WG operate? Will the mailing
list archives be open for consultation? Call transcripts?
