I should add that the problem described below is rather
with
   https://portal.isoc.org/EBusiness/
than with
   http://www.isoc-dc.org/

And this in two respects:

   1. Access to initial information about chapters, namely

https://portal.isoc.org/EBusiness/Chapters/ChapterPreview.aspx?ID=nnn
      should not require to be an ISOC member i.e. logged in.

   2. Even if you disagree on this then you should not end up with a
      somewhat misleading message:
        "Internet Society portal security error. This is most
        likely due to inactivity and subsequent system timeout.
        Please log in again."

https://portal.isoc.org/EBusiness/About/SecurityError.aspx?Message=Access+to+the+requested+resource+has+been+denied
      but rather see a login form that redirects you to the
      info you requested after you logged in.

Admitted: there are more urgent problems with ISOC's Web site.
