[Chapter-delegates] Safer Internet Day 2013: Message from Neelie Kroes

Dear Alejandro,

Thank you very much for your email and advice. I totally agree with you 
and will have your comments and advice in mind when implementing the 
project.
The main objective of the project is effectively to help children and 
young people to connect to the Internet without fear. I strongly believe 
that awareness, education and training are the key rather than filtering 
measures at the ISP level or parental control solutions.
