My concern is that a precedent be set that might come back to bite us
in other, more controversial, neighborhoods. I seem to recall a couple
of disputes in the past that were resolved by a firm policy from ISOC
that there should not be geographical overlap, period. As far as I
have heard, Quebec is still part of Canada.
