[Chapter-delegates] UPDATE: Application to form an ISOC Chapter in Canada (Central)

that's one good question.

I am as glad as any can be to see the formation and growth of one or many ISOC chapters in Canada, and have supported the Canada Central proposal. 

I am equally convinced that we must be extremely careful, as chapters - and ISOC HQ as well - in being respectful of a chapter which has been in action for a long while, contributed to ISOC internally, and for all we know left a mark in its environment. We should not support jeopardizing them if that were to happen by the otherwise welcome change. 

These two goals are not incompatible. Of course we also know what to do when a chapter stops working well - we have a rejuvenation process etc., and have gone a long way in some such situations. It doesn't seem to be the case here.

I don't believe we as chapter delegates would fulfill our duties if we do not ask these questions. Is there an agreement among the people in the existing ISOC Quebec chapter and the newly-forming ones that is satisfactory to all parties and fulfills the above two goals?
