[Chapter-delegates] Application to form a Chapter in Burkina Faso

Dear Sabrina
In support the creation of Burkina Faso Chapter. This is a step forward
towards contributions to the development of Internet in Africa and will
provide a platform for collaboration with other chapters toward achieving a
common agenda for the continent.
