[Chapter-delegates] [Durban-workshop-2013] I root server copy in Kigali, Rwanda .. ongoing installation

On this issue of  joint colloboration on national issues  we need a simple
communication plan so that  ISOC HQ  and the individual chapter uses the
media effectively.
If the local chapter is unaware or unable to speak on a topic it needs  HQ
help and the local intelligence is important as the local talking head so
the local chapter builds  it's own creditibily .

Recently Evan Leibovitch of  ISOC  Canadian Chapter was contacted on the
 Canadian angle on the  UK  Porn Filter concept in a Canadian context.
The story was from the local press   We need  to have  short  factoids  on
various topics  so we can feed the press when stories arise.  Evan who is a
formal journalist  is looking at creating a  public relations/media kit
