Needless to say, but still: +1.
We keep on repeating in the last - how many? - years that the chapters, 
being the natural allies of ISOC.org, are either not being asked to help 
properly, or are not integrated enough in the work and activities of HQ, 
*regardless* (stressing on that!) of the fact that the individuals, 
dealing with the chapters are quote skilled and great people.
