[Chapter-delegates] More support for chapters

Dear Ted,

This is a great news! First of all, I would like to thank you and you 
team for your constant attention to Chapter needs.

It appears clearly from previous discussions on this list that Chapters 
need more empowerment from ISOC HQ. I would also like to mention that 
many Chapters are not aware or are not using the available resources put 
in place by ISOC HQ.

In regard to that,  I personally welcome this idea of forming a working 
Group on that issue and will be glad to join.
