[Chapter-delegates] More support for chapters

Ted,
This is an excellent idea!
Before committing time from ISOC-Bulgaria, could you tell us more on 
what is the plan, time schedule, and last, but not least - what are the 
guarantees that this time it will be different from previous such 
exercises? We have spent countless number of hours in the last 10+ years 
working on similar projects, without actual results being achieved. 
Unlike ISOC staff, who are getting paid to do this, the chapter members 
are spending their own time for free, and we'd like to understand better 
what are the chances that our engagement this time will have a different 
outcome.
Namely, while it is not difficult to identify the needs of all chapter 
(yes, each of them might have slightly different needs, but together 
they will form one whole), we have talked about providing them the 
resources from ISOC not (only) to address those needs, but also to help 
make ISOC a stronger organization.

Please, let us know. There are new chapters to the list, which are more 
enthusiastic than the old ones, and I personally would have to see their 
enthusiasm gone just because there's no real follow-up, as this has 
happened before. It is not 1993, or even 2003, when we were doing most 
of the things on pure enthusiasm, and because we just believed it's good 
to do it. There are far more players out there, and the Internet has 
many more enemies, that we are fighting with every day, so allocating 
time and resources should be made in a smarter way.

I hope you will accept this message as it is intended - not a criticism 
for you, or for ISOC, but a desire to learn more on the outcomes of such 
a project.
