[Chapter-delegates] Chapter financing

Hi,
This discussion has been going on for long and has garnered a lot of
support from members. I do think the ISOC Board should look at this
proposal so that we can take a decision about it. This will help to start
another discussion and move ahead. There is much to discuss and do.
